These Terms govern the use of pecataiwan.org, the official website of the Philippine Education Consulting Association (PECA), a non-profit association registered in Taiwan.

This English version is provided for the convenience of international partners. The Traditional Chinese version at pecataiwan.org is the authoritative and legally binding version. In the event of any discrepancy, the Chinese version prevails.
By accessing or using this Website, you agree to be bound by these Terms of Service. If you do not agree to these Terms, please discontinue use of the Website. Questions about these Terms may be directed to the Association using the contact details in Section 13.
1 Definitions
“Association” or “PECA” means the Philippine Education Consulting Association, a non-profit social organization registered with Taiwan’s Ministry of the Interior in 2019 (ROC year 108).
“Website” means pecataiwan.org and its subdomains. “User” means any person or entity accessing the Website. “Member Agency” means a study-abroad agency certified by PECA. “Services” means the information and functions the Association makes available through the Website.
2 Services and Role of the Association
The Website provides information about study in the Philippines, a list of PECA-certified Member Agencies, information on partner schools, Association news, and online consultation channels.
PECA is a non-profit association and does not directly operate a study-abroad agency business. Actual agency services are provided by PECA-certified Member Agencies, with whom users contract directly. Information on the Website is provided for reference only.
3 User Obligations and Prohibited Conduct
Users agree to provide truthful information when using the Services and to comply with the laws of the Republic of China (Taiwan).
The following conduct is prohibited: posting or transmitting illegal content; impersonating the Association, its members, or any third party; disrupting the operation of the Website; attempting unauthorized access to systems or data; using bots, scrapers, or other automated means to harvest content; and publishing commercial advertisements without the Association’s prior approval.
4 Intellectual Property
All content on the Website is protected under the copyright and trademark laws of the Republic of China (Taiwan). No reproduction or commercial use is permitted without the Association’s prior written consent.
5 Linking Policy
The Association is not responsible for the content of external websites linked from the Website. Linking to the Website’s homepage is welcome; deep links to internal pages require the Association’s prior written consent.
6 Disclaimers
The Association does not guarantee the accuracy of information on the Website. School courses, fees, and policies may change at any time; the official announcements of the schools concerned shall prevail. The Services may be interrupted for maintenance or reasons beyond the Association’s control.
PECA is not liable for the service quality, fees, or contracts of Member Agencies. Users contract directly with the agency of their choice. Where a complaint arises against a Member Agency, the Association will assist with mediation.
7 Limitation of Liability
To the maximum extent permitted by applicable law, the Association shall not be liable for damages arising from the use of, or inability to use, the Website or the Services.
8 Personal Data
The collection, processing, and use of personal data through the Website are governed by the Association’s Privacy Policy.

9 Amendments
The Association may amend these Terms without prior notice. Amended Terms take effect upon posting on the Website. Continued use of the Website constitutes acceptance of the amended Terms.

The Association may suspend the Services, or suspend a user’s access to the Website, in the event of a violation of these Terms.
11 Governing Law and Jurisdiction
These Terms are governed by the laws of the Republic of China (Taiwan). The Taiwan Taipei District Court shall be the court of first instance for any dispute arising from these Terms.
12 Severability and Entire Agreement
If any provision of these Terms is held invalid or unenforceable, the remaining provisions remain in full force. These Terms constitute the entire agreement between the user and the Association regarding use of the Website.
